This is Captain Jack Harkness played by John Barrowman.

I had a lot of fun doing this one. I ma in the process of making a video showing how I make these Chibis because someone asked and I couldn't explain >_< This picture is the one used in the tutorial : ) That will be on youtube soon hopefully A LOT of editing to do though *sigh*
